Working with national government agencies and their local counterparts, youth structures and organizations, local government structures, the academe, the private sector, trade unions and non-governmental service providers, this Joint Programme will strategically address YEM (Youth Employment and Migration) policy and implementation gaps at the national and local levels.
This will be done by providing support for policies for youth and designing replicable programs, focusing on the poorest provinces. Specific program activities include capacity building for national agencies and local governments so that they can integrate youth education, employment and migration in development plans. The Joint Programme also aims to strengthen employment services, roll out migrant support and reintegration services, and reinforce enabling environments to keep children and youth in school. Finally, the Joint Programme will promote the systematic engagement of young men and women in developing targeted policies and programs, setting up a gender mainstreaming strategy to address and monitor gender concerns.
