The Joint Programme on HIV and Migration (JPHAM) was created in 2006 as the first initiative on Joint Programming addressing development issues in the spirit of “UN delivering as One” in the Philippines. From a concept note to become and actual programme the JPHAM started its implementation in 2007 and currently in its third phase of operations in 2009. Other UN agencies participating in the JPHAM are UNICEF, UNDP, UNAIDS, ILO, WHO , UNRC and UN-Habitat. The JPHAM was developed as a comprehensive package of national as well as local development interventions in selected areas in the Philippines on HIV prevention, treatment, care and support that can benefit OFWs and the community in general. Its goals are to: (1) Reduce the HIV risks and vulnerability of OFWs at all phases of the migration process, as well as those of their families; and (2) Mitigate the impact of the AIDS epidemic on those infected and affected. The project is being piloted in three provinces: Cavite in Luzon, Bohol in Visayas and Maguindanao in Mindanao.
UNFPA serves as the Managing Agent and the Lead UN Agency in Programme Area One – Scaling-Up HIV Interventions in the Community supporting the Department of Health, the Lead Government Implementing Partner through the provision of technical inputs and assistance in the conduct of training on HIV and STI for service providers, and migrant workers and their families for HIV prevention, care and support.
