UNFPA’s humanitarian response program aims to address the reproductive health needs of internally displaced populations. The program seeks to: a) reduce maternal and neonatal mortality and morbidity; b) prevent unwanted pregnancies and unplanned families; c) reduce STI/HIV/AIDS transmission; and d) prevent and address gender-based violence. In the acute phase of an emergency, UNFPA provides a Minimum Initial Service Package (MISP) for Sexual and Reproductive Health. The MISP includes basic, essential and life-saving maternal health, STI/HIV/AIDs and GBV prevention and management services including coordination arrangements and planning for comprehensive RH services. The primary target beneficiaries are the pregnant women, mothers, adolescents and men who are internally displaced. Currently, the areas of coverage include : the Bicol Region, Eastern Samar, Maguindanao, Sulu, Lanao del Sur, Sultan Kudarat and Cotabato Province.
Under this program, UNFPA provides reproductive health kits for use of health personnel in clinical delivery assistance, family planning and STI/HIV/AIDS and distributes hygiene kits to pregnant women.. The agency also provides psycho-social counseling services to victims of gender-based violence and sex trafficking. In exceptional circumstances, UNFPA reconstructs and equips totally damaged barangay health stations and gives generators to hospitals to restore critical life-saving health services. It also produces and distributes IEC materials such as the Key Health Messages during Emergencies and supports trainings on the MISP.

UNFPA is a member of the UN Inter-Agency Standing Committee for Humanitarian Affairs. It is Deputy Lead of the Health Cluster and a member of the Protection Cluster.
The big challenge for UNFPA is the popularization and integration of sexual and reproductive into the humanitarian work of all clusters engaged in disaster response, both at the IASC and the national government levels. To do this, it will have to set up the Sub Clusters on Reproductive Health and GBV. At the local level, the challenge is the incorporation of the MISP for SRH in the disaster management plans at the regional, provincial and municipal levels. UNFPA has started to build capacities in this new field. However, it will have to further strengthen its capacities and engage in greater advocacy in order to more effectively bring the ICPD agenda into humanitarian response.
